Think 'government competition policy'. Add in the phrases 'market practice', 'public interest', 'economic efficiency' and 'public consultation' and you have a fairly boring topic. It'll be very difficult to drum up public interest apart from those that are very passionate. In fact, I won't blame you if you stopped reading now (you'll be missing out though).
HK's Economic Development and Labour Bureau was tasked with such a task when working out their new competition policy (still in development - google seems to say there's some fuss about it). I'm not sure who they got to do this ad, but I reckon it uses a very smart metaphor (don't want to give too much away, but think music) to convey the issue so that everyone understands.
